I think the guy was put in an impossible position. Cheney was litterally hanging around Langley, berating the CIA for not coming up with Intel that fit his preconcieved notions. Also, as we know from former staffers Clarke and Sec. O'neill, Bush was obsessed with Iraq, sanpping at Clarke to find something to blame 9/11 on Iraq. That stuff is public. I can just imagine what the private stuff between Bush and Tenet were like. I think Tenet just tried to make the boss happy. As a former CIA top spook, he won't be able to say much to damage Bush without risking prison. He was a good political choice as a fall guy:
