William, Washington has the same restrictions you mention but I don't think that there's any mileage restrictions. I have one car registered as an antique and I only paid a one time reg fee, no more yearly tags or fees.
I have seen a few cars on the road when I was on my way to work in mornings that had the antique plates on them, they were probably using their cars as they would any car.
