I understand there is a reason for the need of a 30 amp circuit, I'm just not used to fans drawing that much current. If an AC fans draws more that a couple of amps it has a problem. Are DC fans that much different?

Jimmy,
Ohms law says it all.
AC Fans are working on 110 / 220V, the fan in your car is running on 12-15V. the 10A of the 12V fan motor uses 120W, the 110V motor using 120W draws only 1.1A.
On 220V using 120W draws only 0.5A
