There's a tech bulletin concerning an updated engine control module, sounds exactly what it is, classic scenario, stumbling with cold engine, lack of power, etc. The dealer should be familiar with it, talk to someone else, common problem right around 2000 model year especially.
The control module was set up to allow the engine to run just a little bit too lean under certain circumstances, seems to be especialy noticeable when cold, just trying to get the emissions a little bit TOO low.
