Plastic tanks on an IC?! Jeeze that does sound cheap/ problematic, it would work in the stock boost range but modified boost goes upto 17psi without IP adjustments.
I wouldn't waste the money on putting a fan on the IC for low speeds since you are looking for EGT reduction only concerns are at high boost and high RPMs which generally equate to fairly fast speeds.
