There is no valve in the fuel tank. There is a fuel strainer in the tank that is connected to the steel fuel line by a rubber hose about 10 inches long. There is also another fuel line. It is a return from to overflow of the injection pump,the injectors and the bleed hole in the fuel filter.

I'm wondering what the 3rd line is you are talking about. There is an overflow line on the top of the fuel tank that goes into into a reservior that acts as an expansion tank.

You should be able to see where the fuel line is getting wet from underneath the car. If its leaking from the engine, check the overflow hoses on the injectors.
