I believe the soft top is doing nothing because the roll bar must be lowered for it to operate.

Maybe the roll bar crash deployment has activated? You might try this. Press the roll bar switch in the position to raise the roll bar and hold it there for 10 seconds, and then try to lower it manually. If that doesn't work, I suggest running diagnostics on the soft top controller as explained here.
