In the Congressional Resolution on Iraq that granted GWB the authority to invade Iraq under specific circumstances we now know were never met, or even given a lick and promise, there is reference to other Congressional Resolutions on Iraq. These other resolutions establish our official policy back when Clinton was in office. The policy was one of encouraging the Iraqi people to rise up against Saddam and lock him up.
