i studied the layout of the lower air circulation a few months back. the lower dash panel has a round plug that seals off that openning. if it were open it would give you tremendous amount of footwell air (good for winter months). closing it does not do any harm if he closed it off at that point. that same plastic housing also feeds air to the door chanel and the side vents. those should not be blocked off if possible.
