monitoring is not equal to 'turn over to' elections around the world have this extra check/balance and it's not perfect, but 3 entities watching is more likely to see something fishy than just 2... and maybe even fix it. are non-citizens more or less likely to inject their political intents on an election that does not have an effect on them? dunno. Doubtless if W was called out on any improprieties, he'd assert the sovereignty of the US and how we're not beholden to anyone and MISS THE POINT COMPLETELY! to be fair, Kerry would probably do the same thing. but maybe some sort of 3rd party monitoring could diminish the impact of the mega bucks/power influences all of our politicians have these days...
