You do not have to have the vaccum adjust system to properly aim the lights. Keep in mind that the vaccum adjust points the lights lower and closer to the car to offset the rear end being pushed down from rear axle loads.

How are you doing the adjustment? I presume you're doing the flat perpendicular wall, marking, then moving 25 feet back?
