First guess would be fuses, then the light switch. Not sure but has the car ever had a retofit for the hight intensity lights? If all else fails the the voltage at each of the low beam bulbs contacts and see if the voltage is present - if it is then bad bulbs - other wise back to fuses (test to make sure - they can look ok but be bad), the switch then the wiring harness...
