I'd say the valve is stuck, maybe it rusted a bit and won't fit back in the guide anymore.
Official fix: Remove head and perform valve job.
What I would do: Run it till works again. Most likely it will work the rust off and eventually fit back in there.
You might want want to squirt some liquid wrench down the valve guide first. I would let it soak in real good over night, several applications too.
