The turbo gets its pressure signal from the compressor housing. 15psi is the same at the turbo no matter if an intercooler is installed or not. This is why when a pressure drop happens across an intercooler the turbo wastegate must be adjusted to compensate. Installing the signal line after the intercooler can lead to a surge (Too much boost).
