Went by the local dealer with the questionable maint instructions in hand. Finally found a knowledgeable tech. The regulations regarding O2 sensors we very lax when they were first made. So the 81-85 design was strictly based on mileage and can not be reset. Therefore the correct answer is to pull the bulb.
After 86, the requlations were changed and the system upgraded to allow multiple resets. The way to check whether the sensor is working is to check the duty cycle through the diagnostic plug.
