I'd say you're being taken for a ride - timing chains on 119 motors are very strong - generally considered a 200k item, if you're really conservative maybe 150k. And the $1200 is way out of line too - maybe $150-$200 for parts and a couple hours of labor, at least to thread the new one. The window regulator is probably about $100, so $400 sounds too high there too. I'd say it's time to look for an independent shop.
PS - this presumes that your timing chain is not making noise - i.e. clattering on cold start up.
