Don,
there are (3?) screws hidden behind the plastic trim pieces that seperate the main part of the dash from the knee bolster. The trim pieces snap into and out of place. if you have the "dashboard removal tool" use that, if not you could make your own out of a clothes hanger.
I haven't done it for a while, but that *should* be all that's holding the panel on besides what you've already found.
If you need to remove the knee bolster as well, there are two bolts holding it in place. You can access them through the knee bolster itself with a socket extension drive.
