Well, turns out is was, in fact, the module. I was lucky and found a car like mine in a local junkyard... a normally $275-300 part used I managed to get for $15. Put it in, tach and fuel pump work perfectly, and the car runs better than it has since I've owned it. So if anybody with an m103 looses tach signal and has fuel pump relay problems with a quick start/shutdown a good place to look is the EZL ignition module.
