The rubber ring is part of the harmonic balancer assembly. It is balanced as an assembly and the entire unit must be replaced.

The cost of the part is under $100.

The hardest part of the replacement is removing the bolt - it is on very tight. The best way to remove the bolt is to have the proper tool to hold the balancer. I replace mine without the tool and I spent alot of time removing the bolt. The new bolt must be put on just as tight - a long cheater bar helps.
