update.

Thanks DanielW. You are correct that access to the fuses are via the locking cover, but behind the fuses, in the fuse box, are a number of relays that are accessed via removing the lid of the fuse box. I can see four screws that hold the lid down at the front of the box, subsequently removed, but the lid now fulcrum's from the back. Cannot seem to break it free and don't see any screws that hold it on. Probably right in front of my eyes, but just not noticing it anywhere.

Subsequent reassessing the circumstance, I now have power back to the headlight washer/wiper system. Fuse 7 (right side parking lights) had blown during my testing stage. Why?? I don't know. Will continue to debug. I see that a similar thread to my problem was started on benzworld.org which ultimately became a "replace passenger side wiper motor" solution. My problem appears to be identical so it may resolve itself to that.
