If you don't have flow from the pressure regulator (past the distributor) you don't have enough pressure. This can bad fuel pumps, bad fuel pump relay not running them, or a clogged fuel filter. You will have to determine which is bad and repair.

the air should flush out all by itself as the pumps run.
