yes, but so could the fuel pump (low pressure). the only way to tell is to measure the pressure and pressure differential between the top and bottom of the distributor.

I personally suspect the fuel pump is low on output (do you have twin pumps or a single one?).

Again, a pressure and flow test is what you need to do next, you are getting to the expensive stuff.
