My 86 SDL will allow you to move the selector at an time. No brake pedal interlock, not needed back then.

That also allows it to be moved from 'P' at any time, and to roll at any time.

Don't forget to make liberal use of the Parking Brake. It's not just an emergency brake, it's for parking...
