I saw Tom DeLay on CSPAN last night defending the rule change. According to him, it's not a "rule" change, it's a "procedural" change. The old procedure was if a member of the Repo legislature came under indictment, that member was automatically suspended pending the outcome. The procedure has been amended so upon indictment, the case is reviewed by the steering committee. If the indictment is deemed to be "political" in nature, the member is not suspended. He inferred by this if the indictment is determined to be "not political", the suspension is invoked.

Tom DeLay is one slippery fish. He implies the indictments of his Texas collegues are politically motivated, however the DA in Texas that issued them said the only people he indicts more than Republicans are Democrats. And his record bears this out: He indicts Dems 2:1 over Reps.
