I'll tell you what scares me... some governmental organization called the TSA put into place some new rules regarding 'alien flight training' requiring flight instructors to inspect citizenship/greencard/work permit/visa documents, get students fingerprinted, acquire background checks on prospective flight students, with a penalty of certificate revocation if not complied with, Then the TSA didn't even bother to communicate this to the FAA or any major pilot organizations, leaving a lot of peoples' livelihoods flapping in the wind. I was lucky, although two of my students are 'aliens' here on visas, they're grandfathered in. I just learned about the regs this past weekend, over a month after they went into effect

No interagency coordination; unilateral rulemaking going into effect with no public inspection first; bizarre infringements of privacy being slipped into spending bills... I am getting scared now.
