It's an electronic throttle. The cable to the engine is for emergency mode, it'll give you about 20% throttle on a hard push. The adjustment back between the engine and firewall is for the transmission throttle valve cable. You probably have that out of adjustment and may be what's causing the stickiness.
I'd try putting it all back where it was. There is a pair of pointers on the rear part that are supposed to point at each other like this: >< which means the throttle valve cable for the tranny is adjsuted properly.
I wouldn't recommend the idea of removing the throttle motor, it's really buried under the manifold. If you DO decide to do this, be sure you have a new base gasket and usually you want to replace the breather hoses.
