Dependent on how strict they are in Ohio during safety inspections -- I want to recommend the Osram Silverstar H4 (*NOT* Sylvania Silverstar). These are only approved for ECE use, are 100% compatible with 9003 applications, and do not require an electrical system upgrade. You can find them online for $25 to $30 per pair. Unlike blue-filtered crap bulbs that cost $5 less, these bulbs are the real deal.
I recently upgraded from the Sylvania Xtravision (9003XV) in my vehicle to the Osram bulbs. The XV bulbs are produced with "improved manufacturing techniques" to gain an approximate 20% increase in output. The Osram Silverstars are xenon-filled bulbs that boast 50%+ increase in output at the same wattage.
The difference is noticeable at low-beam, and very noticeable at high-beam. I have not experienced anyone flashing their brights at me yet.
If you properly aim the headlamps and do not constantly drive with your high-beams on (should not do that anyhow), none will be the wiser that your bulbs are not DOT-approved.
