What's wrong with "pay as you go"? How do you think we pay for highways? We do it through gas taxes, pretty much on a pay as you go basis.

Apples and oranges again. Highways are a physical asset, and cannot be invested for a profitable return. Social Security money COULD be, but the government will not do so.
A gradual shift to privatization is the only way it can be sustained.
