Had a similiar problem with my 88TE. It turned out to be the switch (actually I had two bad switches). The rocker switch functioned in the down direction but didn't "click" when I pushed it to the up position. I pulled apart the switch and noticed the the white plastic piece(s) that hold the springs and sit on top of the ball bearings in the switch had broken (from age).

Make sure you get the correct p/n switch. Order from Phil @ FastLane. Performance products sent me a switch that looks correct but with a different # on it that blows the fuse as soon as it is inserted.
