Creaking Front Wheel

My right front wheel area is producing a creaking / groaning / scratching sound rather unpleasantly...here's the circumstances:

If I TURN the wheel, while travelling at very slow speeds (as during parking or turning at a corner from a full stop). It is only evident if wheels are being made to turn, either direction.

Doesnt seem to be brakes-related, although the scratchy sound made me think so originally, but applying / de-applying brakes makes no diff. Would it be a failing (de-lubed) ball joint? It's almost certainly something that is part of steering, and seems to need lube-ing.

Any thoughts well appreciated
