When I replaced the fuel pumps and everything around it on my 420, the engine would not go above 3000 rpms. Turned out I had routed one of those hoses the wrong way and it had a kink that didn't let enough fuel through.
After re-routing and the use of some ties, voila, no more problem. Look at your fuel pump hoses.
