Try bridging pins 30 and 87 on the fuel pump relay socket and see if the problem still occurs. If it does, then it rules out the inputs to the relay (like RPM). If it fixes the problem, then you have a couple of specific inputs to check.
Do not drive the car any more than necessary like this, since the fuel pump will run regardless of what the engine is doing.
