Don't bother checking the glow plug light, it's not the lamp.
Also, the fuses in the fuse box are not used for GPs.

Instead, check:

The 80A strip fuse under the glow plug relay cap
The resistance of each glow plug

With a blown 80A fuse, you will have no glow plugs

One (or more) bad GPs will cause the light to not light.
