You could have trap vacuum in the modulator vacuum line, if vacuum does not drop while driving, working pressure will not increase, the transmission will slip. The load input for the transmission is the modulator. Drive the car with the vacuum line disconnected from the modulator. If it works you have a problem with the vacuum amplifier, switchover valve or the vacuum line are reversed. If it doesn’t work have the pressures checked
