Your symptoms sound like the over voltage protection relay (OVP Relay).

(Try a search on OVP)

Stalling and surging happen when OVP goes bad. Also for some reason, ABS light also tends to turn on when stalling.

Did you jump your car recently? OVP fuses usually blow when you do this.

It's located behind the battery - It's the small relay with red fuse on top.
Check fuse first. If blown, replace 10A fuse.

Also, solder joints inside the relay goes bad. In this case, open and resolder circuit or simply replace the whole relay...

If OVP doesn't fix it, it could be your fuel delivery system... Fuel filter, fuel pump etc...
