Cold Stalling, lower idle...

Hello all,

I know I have asked this before, but I am just trying to get some more clues...

1989 300E
W124


My problem,

When the engine the cold, (not run for 24 hrs), I turn the key, and the engine turns over and fires up....
Immedietly, the engine either..
a) stalls
OR
b) surges between 1000RPM and 0 RPM till it dies.

When the engine is warm (80 degrees C), I turn the key, and the engine trunes over and fires up.....
a) and idles at about 500 to 600 in D
OR
b) idles at 700 to 750 in P

I have thought about the EHA, but my local mechanic already adjusted that for the emissions test, which the car failed misreably!

He had to adjust the air/fuel mixture temporarily just to get it to pass the test!

As for the idle control valve (ICV), I removed it and cleaned it with carb cleaner, brown fluid came out at first,, then it came out clear....

I plan to remove the air box again in order to test the ICV again, IS IT SAFE TO ACTIVATE (DASH LIGHTS COME ON, WITH BUZZING SOUND), BUT NOT TURN ON THE ENGINE IN ORDER TO SEE IF THE VALVE MOVES? WHAT SHOULD I SEE WHEN I TURN THE KEY TO POSITION 2?

I will be replacing the rubber hoses very soon!

As far as the OVP goes, how can I test that thing??!??!?

AND HOW DO I TELL IF MY ENGINE MOUNTS ARE BAD, WHERE ARE THEY LOCATED? I KNOW WHAT A NEW ONE LOOKS LIKE!!!!! JUST TELL ME WHERE THEY ARE!!!!!!!
