That's definately true as well. In my case, I was driving on a 70mph legal stretch of Hwy 101 in CA. I believe some of the cars were driving in the 60-65mph range because they couldn't see the road very well. When I passed, providing a moving steet lamp over the road, they quickly followed.

OK, got it. Same deal. They cannot comfortably go more than 60 unless they have taillights in front of them. Then they will follow at 70.
I rather dislike that. One thing that I cannot stand is headlights right behind me on a dark stretch of road.
I might just bump it up to try and lose them.
