My piece broke under warrently so the dealership replaced it. The original was attrached with large globs of black rubbery cement. The dealer just tried to use something like super glue on top of the existing cement (maybe that's why the Lakeland dealership changed hands) so after about 3 months I happen to look out the rear view mirror and see the plastic piece flapping in the breeze. I was able to stop and pulled it the rest of the way off.
As your question was answered, there is painted steel under the piece. In fact the piece is only trim to carry the dark band around that part of the car.
Any way, since the super glue idea didn't work, I carefully cut is off with a sharpe knife taking care not to cut the paint, then cleaned the area well and used I think three layers of the spongy type double sided tape. Its held for five years in Florida in our extreme hot and occasional freezing weather.
