As for the tax, its not the dealer that pays the tax, it's you. Most tiiles have a place where the sales price is written. If not then you have a bill of sale that does. You take this to your state DMV and pay the sales tax in your state at the time of title transfer. I've bought 5 cars out of state (4 on E-bay) piece of cake.
