You will need to remove the Pollen Filter top cover(in the engine bay),the pollen filter and there is your fan regulator. One of the reasons for this regulator to fail is high resistance in the fan motor itself due to water ingress. Have a good look at the fan motor it may be on its way out. When you re-assemble the filter and cover make sure of proper sealing. Good luck.
