This will sound weird: Try jumping power to the relay first, then turn the key in the ignition, which will authorize DAS, see if it takes off running then. If this works, I would guess it's the fuse and relay panel, that's the part the fuses and relays actually plug in to. It wouldn't be the first bad one I've seen causing various electrical gremlins on an ML. You will need to transfer the AAM over to the new fuse panel, but it can be done without the aid of a dealer or special equipment.
