No, don't lock/unlock between each attempt, only do this if you get to 20 with no flashing lights.
From 1 to 20 just remove key from ignition, before each attempt.
Waiting a few seconds in between each attempt.
Note down like this;
1) normal
2) normal
3) normal
4) normal
5) lights flashing
6) lights flashing
7) normal
and so on.
