Coming from an educator, many (not all) parents feel it is the responsibility of the schools to raise their children. This is just the first step in a chain of shirking responsibility. I have even had a parent tell me, "I am sending my child off because YOU (meaning the teacher) can't raise him right." Almost lost my job over this one because I told her it was her responsibility and if she didn't want a child she should have kept her legs closed. Sorry, it came out of my mouth before I could help myself. But I accepted responsibility for what I said and also accepted the punishment - most satisfying three days off without pay I ever experienced!
