Is This for the ACC Thermostat?

I pulled out the glove box & the thermostat to see if I could figure out why my heat cycles are too long, it's really hot for a while then blows pretty cold for a while. I would have thought it would cycle much faster so there wasn't much of an extreme either way. I was thinking the thermostat was dirty or something, but I found this part laying in there. Looks like the hose had been cut. It also looks like the thermosatat column thingie fits inside & a fan blows cabin air over the thermostat. Am I right? Do I need to fix it?
