Some guys always seem to want to change out the controller before checking out other less expensive possible causes. It is quite possible that the problem is the sensors or the tone wheels. The tone wheels get very rusty over time; the valleys fill in with rust and they don't generate a good signal. The tone wheels are located behind the brakes on the axles and look like a large toothed gear that is not engaged to anything. Somewhere near the tone wheel is a sensor. It's just a coil of wire in a plastic shell with one end spaced about 1/8 inch away from the tone wheel. If the tone wheel is a pile of rust, it is possible to clean it up with a small pick or file. Just pry or scrape off all the loose rust. Also clean any rust off the end of the sensor; which may be slightly magnetic. You can check the continuity of the sensor with an ohm meter. Also clean the connection where the sensor plugs into the wiring harness. If the tone wheels are clean and the sensors check for continuity, then think about the controller or the pump motor. Did I mention to check ALL the fuses?
