I can answer that for you.
Turn the ignition ON, Wiper ON. When the wiper is half way up the window, (or anywhere else, outside of its normal parked position) turn the ignition OFF.
You will than be able to physically move the wiper to whatever position you want.
Does not sound logical, but that's how its done.
