do you have vacuum on the input at the master switch? On diesels its a solid yellow line, I have yet to see a 230 123 so Im only assuming its the same. Check in the engine bay first, you might have something else robbing your vacuum. Does your climate control work only on defrost (on second thought, that car probably only has manual controls, right?)
Check also for leaks on the solid light blue line. This goes to both seats to lock the backs in place when the doors are closed. I had a major leak on one of mine.
for future note, only pull the door panels off when you've isolated it to a certain door, it saves time
