Did you check your engine wiring harness? The 95 vintage had harness issues and those symptoms are really quirky. If the harness is original get it checked. It could be a shorted wire in the harness to the starter silenoid whereas the closure of the circuit hits the wiper when you turn the ignition, has to get up enough juice with the short and then eventually builds enough and because of the attenuation (power loss) it finally hits the silenoid and cranks the engine. That is the only thing I can think of. Good luck!
