Angry 1986 300E failed clean air test.

Just bought this car and it runs and looks like brand new HOWEVER it failed the Ontario, Canada emissions test. It seems to run much too rich - I checked to make certain all hoses and elect. are ok -- Is there a exhaust recirculating valve and where? Thank you - ------------
The test results were as follows :at curb idle--HC -- limit 300 reading 650 -- CO limit 1.50 reading 8.18-----At 1644 RPM HC-- limit 90--reading 334---CO--limit ,50-- reading--8.41 ---- something is terribly wrong-- but what ?? ]NOppm limit--979-- reading--36
Just replaced the Bosh platinums HR9DPX with NGK Platinums - the reach of the NGK seems a bit longer but no problem. The Bosh plugs I removed seemed clean but the electrodes and insulation had a shiny almost wet looking coating - is this what they call GLAZING ? Could this have been the reason the car was running so rich? -- ALSO with my timing light tried to see what the timing was set at -- but all I could see were calibrations and no numbers at all so I left the timing as is.
