I've never heard of a vacuum pump that can't be rebuilt. Unless you get a cheap one maybe. Robinair has service centers that fix them but I'm sure you can get them to send you a rebuilding kit.
Vacuum pumps are like any other tool. You pay what you have to to get a good one and consider it an investment.
